Authorless bipartisan budget plan finds some shelter

The orphan budget has found a place to crash, but not yet a place to call home. 

Rep. Bill Knopnicki, a Republican from Safford, said Tuesday that he’s sponsoring the secretive bipartisan budget plan that spares deep cuts to core government services with a mixture of borrowing and tax increases.
